Job Summary

The Programs Manager shall oversee the development, implementation, and evaluation of our social development programs. The successful candidate will also contribute to grant writing and business development efforts to support the organization’s growth, and supervise three teams: Project Development, Project Management, and Project Communication. This role demands strong leadership qualities, excellent communication skills, and the ability to manage complex projects across various departments.

 

Key Responsibilities

Project Development and Strategy

  • Lead the design, development, and scaling of new programs across education, agriculture, climate change and employability focus areas, ensuring alignment with organizational goals and program expansion strategies.
  • Oversee research activities to identify emerging opportunities for programmatic growth and partnerships.
  • Supervise the development of program proposals, concept notes, and funding applications in collaboration with the project development team.
  • Establish and monitor key performance indicators (KPIs) to assess program effectiveness and guide improvements.

 

Project Management

  • Oversee the full lifecycle of all projects from planning and execution to closure, ensuring they are delivered on time, within scope, and on budget.
  • Develop project management frameworks, methodologies, and timelines for streamlined project execution.
  • Allocate resources effectively across projects, coordinating with cross-functional teams to optimize delivery.
  • Conduct regular project reviews and implement corrective actions when needed to ensure project goals are achieved.
  • Manage project budgets, ensure financial accountability, and make budgetary decisions.

 

Project Communications

  • Supervise the  implementation of  project-specific communication plans to keep stakeholders informed, engaged, and aligned with project objectives.
  • Oversee the communications team to create content, reports, and other materials that promote project outcomes and successes to external audiences.
  • Ensure consistent, transparent, and timely communication with all stakeholders, including donors, partners, and team members.
  • Oversee the preparation of project documentation, presentations, and reports for internal and external stakeholders.

 

Grant Writing & Strategic Partnerships

  • Research and identify funding opportunities from foundations, corporations, and government agencies.
  • Support the development and writing of grant proposals, reports, and other funding materials.
  • Build relationships with funders, stakeholders, and partners to secure funding.
  • Build and maintain strong relationships with donors, partners, government agencies, and other stakeholders critical to program success.
  • Represent IMPLEMENTERS in external meetings, workshops, and conferences to promote the organization’s programs and forge new partnerships.
  • Collaborate with the Head, Portfolio & Operations to develop and implement portfolio growth strategies.

 

Team Leadership and Development

  • Supervise and mentor the Project Development Team, ensuring effective project design, proposal development and pitching.
  • Oversee the Project Management Team, ensuring timely and effective project initiation, planning, implementation, monitoring and evaluation.
  • Lead the Project Communication Team, ensuring clear and compelling communication of project impact to all stakeholders.

 

Other Responsibilities

  • Collaborate with other departments (e.g., finance, human capital) to ensure organizational alignment.
  • Ensure compliance with organizational and funder requirements.
  • Develop and manage project budgets.
  • Ensure compliance with organizational policies and procedures.
  • Contribute to organizational strategic planning.

Project Timeliness

  • Target: Deliver 95% of projects on time
  • Metric: (# projects delivered on time / total # projects) x 100

 

Project Budgeting

  • Target: Manage 90% of projects within budget
  • Metric: (# projects within budget / total # projects) x 100

 

Team Performance

  • Target: 90% team member satisfaction
  • Metric: (# satisfied team members / total team members) x 100

 

Stakeholder Satisfaction

  • Target: 95% stakeholder satisfaction
  • Metric: (# satisfied stakeholders / total # stakeholders) x 100

 

Risk Management

  • Target: Identify and mitigate 100% of high-risk project issues
  • Metric: (# high-risk issues identified and mitigated / total # high-risk issues) x 100

Minimum Requirements

  • Postgraduate or Master’s degree in Business Administration, Project Management, Social Work or a field relevant to the specific department in the organization.
  • A minimum of 5-10 years work experience as an Assistant Project or Programs Manager or similar role.
  • A PMP (Project Management Professional) certification, Certified Associate in Project Management, etc is required.
  • Excellent verbal communication, and the ability to convey important information clearly and effectively.
  • Minimum 3 years of project management experience in a non-profit or social development sector.
  • Proven experience in grant writing and business development.

Conditions of Service

IMPLEMENTERS  shall be responsible for the provision of transport, office support and other material requirements to facilitate the work of the Programs Manager. The job holder shall be assessed based on the KPIs. Other conditions of service can be found in the Talent Handbook.
