Job Summary
The Partnerships Manager will be responsible for expanding IMPLEMENTERS’ funding and partnership portfolio by identifying, developing, and securing strategic partnerships, grants, sponsorships, and other financial and non-financial resources that advance programme delivery, sustainability, and scale. Reporting to the Programs Manager, the role will manage the full partnership and resource mobilisation lifecycle, from opportunity identification and donor cultivation through proposal development, negotiation, funding acquisition, stewardship, and relationship management.
IMPLEMENTERS delivers programmes across education and technology, climate conservation, employability and livelihoods, and related social-development priorities, making strong programme partnerships critical to accessing technical expertise, implementation capacity, funding opportunities, geographic reach, and pathways to scale. The Partnerships Manager will serve as the focal point for programme-specific partnership development and coordination, engaging donors, foundations, corporate partners, government institutions, development organisations, and other strategic stakeholders to strengthen the organisation’s programme portfolio and mission. The role will also work closely with Communications & Engagement on organisation-wide stakeholder engagement, sponsorships, institutional positioning, and broader resource mobilisation efforts.
Key Responsibilities
Project Planning & Portfolio Coordination
- Develop and implement the Programs Department’s partnership and resource mobilization strategy, aligned with IMPLEMENTERS’ programme priorities, funding requirements and growth objectives.
- Identify, research and cultivate donors, foundations, development agencies, government institutions, corporate partners, universities, philanthropists, technical organizations and other stakeholders relevant to programme priorities.
- Build and actively manage a qualified pipeline of grants, sponsorships, co-investment, technical partnerships and other financial and non-financial resource opportunities across the programme portfolio.
- Lead donor and partner cultivation from prospecting and initial engagement through due diligence, negotiation, resource acquisition, stewardship, renewal and expansion.
- Identify programme funding and partnership needs and leverage programme concepts, products, innovations and evidence to mobilize financial and non-financial resources and strategic collaborations that strengthen programme delivery, sustainability and scale.
Funding Opportunities, Proposals & Positioning
- Monitor relevant donor, funding and sector trends and proactively identify opportunities aligned with IMPLEMENTERS’ thematic and programme priorities.
- Lead opportunity assessment, donor positioning and capture planning, translating funder requirements and partner intelligence into clear opportunities for programme development and resource mobilization.
- Coordinate proposal development and submission, working with MEAL & Impact on technical content and evidence, Finance on budgets and relevant programme teams on implementation requirements, while ensuring alignment with funder requirements and submission timelines.
- Develop and position programme value propositions, partnership models and funding propositions, working with MEAL & Impact and Finance to package evidence-based investment cases for prospective funders and partners.
- Identify and coordinate consortium, co-funding and strategic alliance opportunities that strengthen IMPLEMENTERS’ technical capability, funding competitiveness, geographic reach or potential for programme scale.
- Support the negotiation and development of MoUs, partnership agreements and other collaboration arrangements in coordination with management and relevant internal functions.
Partnership Management & Programme Growth
- Build, cultivate and maintain strong relationships with new and existing donors and strategic partners, creating pathways for long-term collaboration, funding and programme growth.
- Manage active donor and partner relationships, ensuring commitments, reporting requirements and follow-up actions are fulfilled while identifying opportunities for renewal, expansion and deeper collaboration.
- Coordinate donor and partner meetings, programme visits, due-diligence processes and other strategic engagements, ensuring agreed actions are documented and progressed.
- Work with programme teams and MEAL & Impact to leverage verified results, evidence and learning to strengthen donor engagement, funding propositions and opportunities for programme sustainability and scale.
- Maintain accurate donor, partner and opportunity records in the CRM and provide regular reporting on pipeline progress, resources secured, conversion and relationship status.
External Engagement & Internal Collaboration
- Serve as the Programs Department’s focal person for partnerships and resource mobilization, with accountability for progressing qualified opportunities and coordinating the internal inputs required for conversion.
- Represent IMPLEMENTERS at relevant donor forums, sector platforms, conferences, stakeholder engagements, and networking opportunities that can generate strategic partnerships, funding, and other resources for the programme portfolio.
- Build relationships with key decision-makers and stakeholders across the development, public, private, academic and philanthropic sectors relevant to IMPLEMENTERS’ programme priorities.
- Collaborate with Project Managers, MEAL & Impact, Finance and other relevant functions to ensure funding propositions and partnerships are technically sound, appropriately costed, measurable and deliverable.
- Work with Communications & Engagement on programme positioning, impact storytelling, thought leadership and strategic visibility opportunities that support partnership development and resource mobilization.
- Ensure partnership and resource mobilization activities comply with organizational policies, donor and partner requirements, due-diligence standards and applicable approval processes.
- Undertake other partnership and resource mobilization responsibilities assigned by the Programs Manager.
Key Performance Indicators
Partnership & Funding Pipeline Growth
- Metric: Value and quality of qualified funding and partnership opportunities maintained in the active pipeline against agreed programme priorities.
- Target: Maintain an active pipeline sufficient to support agreed annual resource-mobilisation and partnership targets.
Resource Mobilisation & Partnership Conversion
- Metric: Value of financial and non-financial resources secured through grants, sponsorships, strategic partnerships, co-funding, and other opportunities.
- Target: Achieve at least 90% of agreed annual resource-mobilisation targets, with priority placed on strategically aligned opportunities.
Proposal Development & Submission
- Metric: Percentage of qualified funding and partnership opportunities progressed to complete and timely submissions.
- Target: Minimum 95% of agreed submissions completed and submitted within required deadlines.
Opportunity & Partnership Conversion
- Metric: Percentage of qualified opportunities progressing from identification and cultivation to successful funding, partnership, or formal collaboration.
- Target: Maintain a minimum 25% conversion rate for qualified opportunities, subject to opportunity type and funding cycle.
Donor & Partner Relationship Management
- Metric: Stakeholder feedback and evidence of effective stewardship, engagement, renewal, and expansion of strategic partnerships.
- Target: Minimum 4.5/5 average stakeholder satisfaction rating and timely completion of 100% of critical partner commitments and follow-ups.
Pipeline Reporting & CRM Management
- Metric: Accuracy, completeness, and timeliness of opportunity, donor, partner, and engagement records and management reporting.
- Target: Minimum 98% accuracy and 100% of required pipeline reports submitted within agreed timelines.
Compliance & Partnership Governance
- Metric: Compliance of partnership and resource-mobilisation activities with organisational policies, donor requirements, due-diligence standards, and approval processes.
- Target: 100% compliance with applicable requirements and zero material compliance breaches.

Minimum Requirements
- Bachelor’s degree in Marketing, Business Administration, International Development, Development Studies, Communications, Public Administration, International Relations, Project Management, Strategic Management, Social Sciences, or a related field. A Master’s degree in a relevant discipline is an added advantage.
- Minimum five (5) years’ progressive experience in partnerships, resource mobilisation, fundraising, business development, donor relations, or programme development, preferably within the development, non-profit, or social-impact sector.
- Demonstrated experience in developing and managing strategic partnerships and funding pipelines, including grants, sponsorships, institutional funding, and other resource mobilisation opportunities.
- Proven experience engaging and building relationships with institutional donors, foundations, development organisations, government institutions, corporate partners, NGOs, and other strategic stakeholders.
- Demonstrated experience in proposal development, donor cultivation, partnership negotiation, and relationship stewardship, from opportunity identification through acquisition, implementation, renewal, and expansion.
- Experience in positioning or packaging programmes, products, or initiatives for funders, partners, sponsors, or other external audiences is an added advantage.
- Strong proficiency in Google Workspace, CRM/ERP systems, online meeting platforms, and digital collaboration tools.
- Willingness to travel and work extended hours where required to support partnership engagements and organisational priorities.
