Reporting Relationship: Head, Portfolio & Operations
Job Summary
The Finance Manager shall oversee all aspects of financial management within the organization. The job holder will be responsible for managing budgets, financial planning, financial reporting, and ensuring compliance with relevant regulations and grants or funding requirements. The ideal candidate will have a strong background in financial management, preferably within the context of funded organizations with multiple streams of funding and various projects and experience working within the non-profit project management setting and social development sector.
Key Responsibilities
Financial Management and Reporting
- Develop, implement, and monitor financial strategies, policies, and systems that align with organizational goals.
- Prepare accurate financial reports, including income statements, balance sheets, and cash flow forecasts.
- Manage and implement comprehensive financial plans and budgets for the organization and its departments.
- Conduct monthly, quarterly, and annual budget reviews, ensuring compliance with approved budgets and assisting department managers with budget management.
- Manage cash flow, ensuring the availability of adequate resources for operations.
- Oversee financial audits and implement findings to improve financial integrity and compliance.
Procurement and Supply Chain Management
- Design and implement procurement policies that ensure cost-efficiency, transparency, and timely sourcing of goods and services.
- Manage relationships with vendors, negotiate contracts, and maintain a database of approved suppliers.
- Establish procurement planning aligned with project timelines and budgetary constraints.
- Oversee the procurement process, from tendering to contracting, ensuring compliance with organizational and donor requirements.
Donor Relations & Grant Management
- Manage grant financial reporting, compliance, and auditing.
- Ensure accurate grant budgeting and expense tracking.
- Collaborate with the programs team to secure funding, with support on budgeting and financial analysis.
- Ensure timely and accurate donor reporting.
Financial Planning & Budgeting
- Conduct market research and analyze industry trends on financial analysis and management, to ensure cost efficiencies.
- Collaborate with department managers and Head, Portfolio & Operations to establish and implement financial goals.
Financial Reporting & Analysis
- Prepare and review financial statements (balance sheet, income statement, cash flow) with supervision from the Head, Finance & Procurement.
- Analyze financial performance, identifying areas for improvement.
- Develop and maintain financial dashboards.
Compliance & Risk Management
- Ensure all financial and procurement activities comply with local and international legal, regulatory, and donor requirements.Conduct regular risk assessments and recommend adjustments to reduce operational risks.
- Establish and monitor internal controls to mitigate financial and procurement risks. Maintain internal control procedures with clear directives from the Head, Finance & Procurement.
- Ensure compliance with financial regulations and laws including Social Security & National Insurance Trust and Ghana Revenue Authority for PAYE.
- Collaborate with internal and external auditors on audit activities to ensure accurate compliance.
Other Responsibilities
- Provide financial guidance to managers and other talents.

Financial Planning and Analysis
- Target: Develop and implement a comprehensive financial plan that aligns with the company’s strategic objectives.

Budgeting and Forecasting
- Target: Achieve a budget variance of less than 5% and a forecasting accuracy of 90% or higher.
- Metric: Budget variance / Forecasting accuracy
Cash Flow Management
- Target: Maintain a cash flow positive position and ensure timely payment of debts.
- Metric: Cash flow positivity / Debt payment timeliness
Financial Reporting and Compliance
- Target: Ensure accurate and timely financial reporting, with 100% compliance with regulatory requirements.
- Metric: Financial reporting accuracy and timeliness / Compliance rating
Cost Control and Optimization
- Target: Achieve a cost savings of 10% or higher through efficient financial management.
- Metric: Cost savings / Total costs
Financial Risk Management
- Target: Identify and mitigate financial risks, with a risk management rating of 90% or higher.
- Metric: Financial risk management rating / 100
Process Improvement and Automation
- Target: Implement process improvements and automation that result in a 20% increase in efficiency.
- Metric: Process improvement and automation efficiency gain / 20%

Minimum Requirements
- Postgraduate or Master’s degree or Bachelor’s Degree in Finance, Accountancy, Banking or equivalent qualifications.
- Minimum 3 years of finance experience in non-profit or social development sector.
- A minimum of 5-10 years work experience as a Finance Manager or similar role.
- A professional certification by Chartered Accounting Bodies; Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Nonprofit Accounting Professional (CNAP), ACCA, or equivalent.
- Experience in handling a full set of accounts in real estate is preferred.
- Knowledge of IFRS (International Financial Reporting Standards) and GAAP (Generally Accepted Accounting Principles).
Key Competencies
- Sound quantitative skills and a strong foundation in Finance and Financial analysis.
- Knowledge of Odoo, QuickBooks or SAP systems or any accounting software are preferred.
- Ability to interpret and interrelate data as well as develop good and integrated business analysis and projections to support the Head, Finance & Procurement in decision making.
- Ability to communicate and deal with various parties involved in a project.
- Possess high level of integrity and is meticulous with good analytical and reporting skills.
- Computer literate and familiar with Excel spreadsheets and PowerPoint.
- Proficiency in Microsoft Office, IFCA.net, SQL, etc.
- Good command in written and spoken English.
- Enthusiastic, passionate, disciplined and meticulous.
- Responsible, independent, positive working attitude and able to work in a team.

Conditions of Service
